HALL OF FAME 2026

Timothy Fouts

Timothy Fouts’ impact on soccer officiating in Florida spans more than four decades and reflects a lifetime devoted to the education, development, and advancement of referees across every level of the game. A respected referee, instructor, assessor, mentor, administrator, and visionary leader, Tim’s service has left a lasting legacy on the Florida Soccer Referees community and the broader U.S. Soccer referee program.

Born on March 26, 1955, at Wimpole Hall in Cambridgeshire, England, while his parents were stationed overseas with the United States Air Force, Tim’s life journey reflects dedication, resilience, and service. Growing up, he attended eight different schools throughout the southeastern United States before graduating from Hawaii Baptist Academy in 1973. He later earned degrees from Pensacola Christian College and the University of West Florida, building a foundation that would support both his professional career and his lifelong commitment to soccer officiating.

Beginning his officiating journey in 1979 as a Grassroots Referee, Tim advanced through the ranks to become a Regional Referee and was selected for numerous prestigious assignments throughout his career. His accomplishments included officiating professional matches in the American Professional Soccer League, serving at the USYS National Championship Series, and working international matches involving the United States Men’s Olympic Team, United States Women’s Olympic Team, Germany U-20, Mexico U-17, and the Tampa Bay Rowdies.
While his on-field achievements were significant, Tim’s greatest influence came through his dedication to referee education and mentorship. Beginning in 1983 as both a Referee Instructor and Referee Assessor, he spent decades helping develop officials throughout Florida and the South Region. His commitment to teaching and development extended from grassroots referees to high-level officials pursuing advancement within the U.S. Soccer pathway.

Tim’s leadership within Florida Soccer Referees helped modernize and transform referee education statewide. Serving as Area Director of Referee Assessment, Area Director of the Referee Academy, State Director of Instruction, Board Member, and Head of Delegations, he consistently worked to create better opportunities and resources for officials. He was instrumental in launching and managing the FLSRC website, social media presence, online education systems, and multimedia training libraries that dramatically expanded access to referee development resources across the state.

Among Tim’s most enduring contributions was the creation of the Referee Education & Development Initiative (REDI), a groundbreaking statewide framework focused on holistic referee growth and education. His vision for REDI continues to shape the culture of referee development in Florida today. He also authored the Match Official’s Notebook and Referee Coach’s Notebook, resources that have become invaluable educational tools for referees, mentors, and instructors throughout the state.

Tim’s service and dedication have been recognized nationally and regionally through numerous honors, including the U.S. Soccer Referee Program Terry Vaughn Lifetime Membership Award and the USASA “Bob Evans” Lifetime Achievement Award for exceptional service to the game and referee programs throughout Region III.

Beyond U.S. Soccer, Tim also dedicated decades to high school and collegiate officiating. He officiated more than 1,000 FHSAA varsity and junior varsity matches, served in countless district, regional, and state championship assignments, achieved Rank 1 status, earned the NFIOA Florida High School Boys Referee of the Year Award, and contributed extensively to the evaluation and development of high school officials throughout Florida.

Away from the soccer field, Tim dedicated his professional life to public service as a Correctional Probation Senior Officer with the Florida Department of Corrections, serving the citizens of Florida since 1994. Throughout his career, he balanced the responsibilities of public service, referee development, and family life with unwavering professionalism and integrity. Alongside his wife, Renee, whom he married in 1978, Tim built a life centered around faith, family, service, and mentorship.

For over 40 years, Timothy Fouts has exemplified professionalism, leadership, service, and passion for the game. His commitment to developing officials, improving referee education, and building a stronger referee community has impacted generations of referees across Florida and beyond. His legacy will continue to influence the game for years to come.
In recognition of his extraordinary service, dedication, and lifelong contributions to soccer officiating and referee development, Timothy Fouts is hereby inducted into the 2026 Florida Soccer Referees Hall of Fame.
