Referee Education Development & Instruction (REDI) Program

The FSR REDI Program is a holistic approach to identifying, educating, and observing referees who wish to advance their referee knowledge and/or careers. Mentor support, field training, classroom (in-person or virtual) training, fitness, maintaining proper off-the-field standards of conduct, receiving written evaluations/scouting reports, and accountability are all points of emphasis to equip each participant with adequate tools to service the game at their highest competency level. The REDI Development program is designed to bring referees from all backgrounds and provide them with educational and development opportunities to advance their referee careers. Participation in this program is for all who wish to participate and meet the minimum standards of the tier in which they are participating.

REDI Program Overview

The FSR Referee Education, Development & Instruction (REDI) Program is Florida’s statewide development pathway for referees at all levels. The program’s foundation is built on developing strong habits, delivering meaningful education, and providing referees with a clear, structured pathway to grow within the U.S. Soccer referee system.
The REDI Program includes three tiers:

Area Tier – Open to all referees. No point requirement. Participation and engagement determine selections for REDI Academies, REDI Events, Presidents Cup, State Cup, and other FSR opportunities.

Advanced Tier – For Advanced Referees preparing for Regional Referee certification. Officials in this tier must meet annual development and event participation requirements.

Regional Tier – For certified Regional Referees continuing high-level development. Annual point requirements apply, along with mentorship and ongoing support.

The program is built around two types of annual points:

  • Continuous Development Points (CDP) – Earned through self-evaluations, clip discussions, fitness logs, mental health logs, game logs, webinars, mentor check-ins, and early maintenance evaluations.
  • Event Points – Earned through participation in REDI Academies, REDI Events, FSR Delegations, and other approved developmental environments.

These point requirements help referees develop consistent habits, track their progress, and prepare for advancement opportunities.

The entire program is managed through the new REDI Portal, which provides a centralized platform for:

  • Submitting CDP activities
  • Tracking points and leaderboard placement
  • Completing clip discussions with mentors and fellow referees
  • Receiving feedback directly from your assigned mentor
  • Messaging mentors and administrators
  • Viewing and applying for REDI Events
  • Tracking your personal progress in a streamlined dashboard
The portal simplifies program communication, reduces ambiguity, and gives referees a clear picture of where they stand throughout the year.
