Being a soccer referee can be both rewarding and fulfilling. Whether for a young person learning responsibility or an adult contributing to the sport, referee training and development is the primary mission of Florida Soccer Referees (FSR). FSR oversees the administration of the United States Soccer Federation Referee Program within the State of Florida. We are responsible for the development of the appropriate procedures and policies for the certification and oversight of Florida referees, assessors, mentors, and coaches. To this end, FSR has established a process to ensure that every person who wishes to become a referee is afforded the opportunity to become registered and certified as a soccer referee with the United States Soccer Federation (USSF).
The certification period is generally from August 1st through May 1st.
The Grassroots entry level course offers basic instruction and prepares an individual to become a USSF Soccer Referee. The Grassroots course has two (2) parts, online video lessons and in-person field training and clinic. The online video lessons are on two (2) different websites due to licensing issues and proprietary ownership. All lessons except for SafeSport and Intro to Safety are in the FSR OMS System. DO NOT do any other courses in US Soccer Learning Center as they will not transfer to FSR’s OMS system. Before you start we strongly recommend that you read the Frequently Asked Questions just in case you get stuck or lost, or have viewing problems once you start the process.
