ABOUT US

FL Soccer SRC Inc. dba Florida Soccer Referees (“FSR”) oversees the administration of the United States Soccer Federation Referee Program within the State of Florida. FSR is responsible for the certification, oversight, training, development, instruction, assignment, and assessment of referees, assignors, mentors, coaches, and referee administrators of all forms of competition overseen by USSF in Florida.

The history of Florida Soccer Referees (FSR) which began in 1964, is really about the life and accomplishments of Hall of Fame Member Mario H. “Mack” Alarcon.    In 1963, Mack co-founded the Florida Youth Soccer Association as well as the adult Florida State Soccer Association.  Mack organized Florida’s first referee program in 1964 originally named Florida State Referees (FSR).   In 1965, Mack, along with his friends Fred Stauber and Ray Thompson, became the first three people in the entire southeastern United States to register as referees with the United States Soccer Federation.  Mack served as the first State (Youth) Referee Administrator (S[Y]RA) of FSR for many years.   Mack’s long soccer resume is legendary.

THERE HAS BEEN MANY SRA’S OVER THE YEARS.

FSR is a non-profit, 501(c)(3), that is organized per the US Soccer Federation (USSF) current Bylaws and Policies, specifically Bylaws 531 and 532 and Policy 531. FSR is an incorporated non-profit in Florida governed by volunteer Board of Directors.
The Board of Directors serves on the State Referee Committee (“SRC”). FSR’s SRC is comprised of the following Directors per USSF and FSR’s Bylaws, the FASA President, the FYSA President, FASA appointee, FYSA appointee, the State Referee Administrator (“SRA”), the State Director of Instruction (“SDI”), the State Director of Assessment (“SDA”), and the State Assigning Coordinator (“SAC”). A State Youth Referee Administrator (“SYRA”) may be appointed upon mutual agreement with the SRA and FYSA. The SYRA would also serve on FSR’s SRC Board of Directors for a two-year term and may be reappointed.
FSR’s State Referee Administrator (“SRA”) is appointed jointly by the Florida Adult Soccer Association (“FASA”) and Florida Youth Soccer Association (“FYSA”). The SRA is appointed for two (2) year term and may be reappointed. The SRA works with the State Referee Committee (“SRC”) in implementing and administering all Federation programs for officials, assignors, mentors, and coaches within Florida. The SRA appoints the SDI, SDA, and SAC. The SRA assigns the duties and responsibilities to the SYRA if one is appointed.
